Unlimited safe zone vender stock

I suggest changing all safe zone vendors to have unlimited stock. This is already implemented on many of Rust's most popular servers, such as Atlas, Vital, Rustinity, WarBandits, and others.

While some may argue that this isn't "vanilla enough," I believe it's simply a quality-of-life improvement rather than a gameplay-changing feature. It doesn't give players an unfair advantage or alter game balance—it just removes unnecessary waiting.

This change would also improve the late-game experience. Once players have progressed and accumulated plenty of resources, they can actually spend them instead of sitting at Outpost waiting for vendor stock to refresh. Reducing downtime keeps players engaged and encourages them to continue playing rather than logging off.

Overall, unlimited safe zone vendor stock would make the server more enjoyable, improve quality of life, and increase replayability without significantly impacting the core Rust experience
